Only one of Bay Area’s three main downtowns has bounced back to nearly prepandemic levels

All three cities are dealing with similar problems of vacant offices and homelessness, including enormous budget shortfalls that constrain their ability to solve them. But each place has its own story of how it plans to revitalize the downtown — from converting offices to apartments and flooding the zones with entertainment.
