GRA announces date to rollout for GHc1 Energy Sector Levy on fuel

Barring any last-minute changes, the Ghana Revenue Authority (GRA) has confirmed that the GH垄1 energy sector levy on petroleum products will take effect on July 16, 2025.

Initially slated for June 9, the implementation was postponed due to strong opposition from the Chamber of Oil Marketing Companies (COMAC), transport operators, and other industry stakeholders. After further consultations, the rollout was first delayed to June 16, and subsequently postponed indefinitely.

In a new statement, Acting Commissioner-General Anthony Akwasi Sarpong emphasized that the levy is a key revenue measure designed to support Ghana鈥檚 energy sector and promote broader economic development.

To facilitate the rollout, the GRA announced that the Integrated Customs Management System (ICUMS) has been updated in accordance with the Energy Sector Levies (Amendment) Act, 2025 (Act 1141). All customs declarations made on or after July 16 will automatically reflect the revised levy.

“The implementation of Act 1141 will now proceed on July 16, 2025, following a thorough review of current market conditions and in line with the government鈥檚 goal of maintaining economic stability,” the statement read.
